These are excellent purchases when class, price, or an owned garage makes them more practical than the S-tier leader.
B tier
The Turismo Classic, Feltzer Classic, Entity MT, Banshee, Astrale, and Tampa GT produce real HSW gains but lose more heavily on lap pace, final top speed, or both. Tampa GT reaches 166 mph, yet its 1:07.451 lap keeps it out of an all-round A tier.
C tier
The Buffalo EVX, Arbiter GT, Issi Rally, Sentinel XS, and Astron Custom are class or preference purchases. Their HSW upgrades can be entertaining and useful in restricted races, but they do not lead the open comparison.

D tier
Woodlander, Euros X32, and Vivanite sit here for weak open-table value. A D-tier HSW vehicle can still be the right choice for a class event or collection. It is not the efficient first conversion.
Methodology
Lap performance receives the largest weight, followed by top speed, class usefulness, and access. Motorcycles remain visible and are labelled instead of being silently mixed with cars.
