Cris Formage is the charismatic, predatory leader of the Epsilon Program, a cult that targets Michael during one of the game's longest side stories. He presents himself as a source of enlightenment while steadily working Michael for money and loyalty. Formage's pitch escalates over a long chain of missions, starting with harmless sounding lessons and moving toward stranger rituals and bigger donations, all wrapped in the calm, reasonable tone of someone who genuinely believes his own pitch, or wants you to think he does. He never resorts to obvious threats, which is what makes him unsettling. His hold over Michael says as much about Michael's own loneliness as it does about Formage's manipulation. The Epsilon Program storyline stands out as one of the game's sharpest jabs at manipulative pseudo-religious movements, built almost entirely around Formage's performance.
