The Cow is a large farm animal that grazes slowly across the rural pastures of Blaine County. It is docile livestock, standing or wandering with almost no reaction to the player, and it never behaves aggressively even up close. Unlike most animals in the game, there is no peyote plant that turns you into a cow, so however much you search the county, this is one transformation you will never find. It exists purely as ambient farmland wildlife rather than a form you can take on. Rural pastures in Blaine County are the only place to see one, quietly grazing rather than doing anything else. Treat it as scenery rather than something to interact with, since there is no gameplay hook attached to it beyond that missing peyote plant.
