Lower Wanted Level is a Wanted Level cheat that removes one star from your current wanted level the moment you enter it. It is a quick way to take the pressure off when the police are closing in and you would rather not lose them the hard way. Story Mode is the only place it works, GTA Online shuts it out. Using it rules out achievements and trophies for that session, plus gold medals until you load a save that has had no cheat entered. None of this persists once you reload. Enter it more than once in a row to drop multiple stars if things have gotten out of hand. The phone number is built to spell LAWYERUP, a fitting name for a cheat that gets you out of trouble with the law.
On any platform, open the in-game cell phone, bring up the dial pad and call 1-999-5299-3787. On PC you can also press the tilde key and type the cheat's console name.
Xbox: press RB, RB, B, RT, RIGHT, LEFT, RIGHT, LEFT, RIGHT, LEFT during gameplay.
PlayStation: press R1, R1, CIRCLE, R2, RIGHT, LEFT, RIGHT, LEFT, RIGHT, LEFT during gameplay.
Cheats work in story mode only and disable achievements and trophies for the session. Save before using one - some effects cannot be turned off without reloading.
