Scuba diving uses a tank of compressed air and a regulator to let a person breathe underwater for an extended stretch, opening up reefs, wrecks and the seabed that would otherwise be out of reach. GTA 5 already built a version of this, complete with diving gear and underwater wrecks to explore around Los Santos. Leaked material expects a similar system to return in GTA 6, this time under Leonida's own waters. The setting fits well, with reefs, wrecks and hidden spots a natural extension of a coastal state like Leonida, but Rockstar has not confirmed scuba diving for GTA 6 at all. Whether it reuses GTA 5's approach, expands on it, or changes significantly is unknown. For now it belongs on the likely, unconfirmed side of the leak list.
