Earlier Rockstar games have used them for exactly that, spotting a mark or looking ahead before moving in. The item turned up in the September 2022 leak, read as scouting gear for GTA 6. Rockstar has not shown or confirmed Binoculars in any official material, so whether they tag targets, zoom to a set level, or simply let you look around is unknown. A scouting tool like this would fit heist prep or open world exploration equally well, but which purpose it serves in GTA 6, if any, remains a leaked guess rather than a fact.
