A cut off tool is a real class of equipment built to slice through metal fast, whether that is a rotary grinder with an abrasive disc or a set of heavy bolt cutters snapping a chain or a padlock. Firefighters, rescue crews and, less legally, burglars all use some version of this to get through a barrier quickly. The name appeared in the September 2022 leak, reading as a breaching tool for GTA 6. Rockstar has not shown this item in any trailer or screenshot, so how it might factor into a heist, a break in or a story mission is unconfirmed. Leaked breaching gear like this usually implies a specific obstacle it is built to beat, a gate, a fence or a safe, but which one is unknown. It stays speculative until Rockstar addresses it directly.
