Like most service vehicles in the series, it reads as a set piece for the world rather than something you drive off a dealer lot. Whether it lands in player garages is not confirmed.

Emergency and service vehicles like this are usually parked around the map or tied to specific scripted moments rather than sold, so treat any acquisition method as unconfirmed for now.
