Airborne police work in GTA 6 falls partly to the Police Maverick, seen in Trailer 1. This generation follows the Eurocopter AS350 rather than the older Bell design, and the files list four seats and a 99.42 mph top speed, both datamined figures. It has hovered over every major GTA city since Vice City, spotlight and all, so its return surprises nobody.
Owning one is not a confirmed option. Police helicopters in past games could be lifted from hospital and precinct helipads or the airport, and that is the realistic expectation here. Storage of stolen emergency aircraft in GTA 6 is unknown.
