Sirius is one of the rewards tied to the GTA 6 Ultimate Edition, a classic muscle coupe modeled on the real 1970 Mercury Cougar and its long, low proportions. It was shown in official screenshots as part of that pre-order bonus content. It has no history in earlier GTA games, which makes it a genuinely new nameplate rather than a returning model with a series past behind it. That alone sets it apart from most of the other confirmed muscle cars in this lineup. Rockstar has not published any specifications for it, including price, performance or how players without that pre-order edition might obtain one. Treat everything beyond its Mercury Cougar looks as unknown for the time being.
The Sirius is included with the Ultimate Edition of GTA 6. Buy that edition and the car is part of the package. Rockstar has not said if other players can get it later, which is worth knowing before you pay extra for it.
