The West Indian Manatee is Trichechus manatus, a large, slow-moving marine mammal that drifts through warm coastal shallows and rivers grazing on seagrass. Despite its bulk it is entirely gentle, spending most of its time feeding or resting just under the surface. Manatees are a protected species in real Florida, and boaters are asked to slow down in the channels and springs where they gather, especially in winter when they seek out warmer water. Leonida's calm inshore waters and coastal rivers are the obvious equivalent, a natural home for an animal that avoids anything fast or aggressive. It appears in official GTA 6 trailer footage. Whether the game lets a player get close to one, or shows any reaction from the manatee at all, has not been revealed.
