San Andreas Sightseer is a Story Mode achievement for exploring the whole of Los Santos and Blaine County, revealing every corner of the map rather than leaving sections marked unknown. It unlocks for 9.5% of Steam players, rare since a full main story playthrough alone rarely covers every inch. The main story sends you through a large slice of the map naturally, but its more remote stretches, mountain trails, offshore areas, and back roads generally need a deliberate detour to actually see. Clearing this one is mostly a matter of driving, flying, or hiking to whatever section of the map still shows as unexplored. A fast plane or helicopter makes short work of this compared to ground vehicles, since it can cover mountain and desert terrain that would otherwise take a long drive to reach.
