The Government Gimps carries a title with a sharper, more sarcastic edge than most of the game's hidden achievements, though Rockstar has kept the actual requirement unlisted. It shares its 24.8% unlock rate with Parole Day, putting both in the same uncommon band. That identical percentage does not necessarily mean the two are connected, since separate points in the story can land on similar completion rates simply based on how far into the campaign most players get. What it does confirm is that roughly one in four Steam players reach whatever this one is tied to. There is nothing to gain by trying to force it early. It tends to show up on its own once the relevant part of the story has played out.
This is a hidden achievement. Play through the story and it will unlock at the right moment.
