It unlocks for 10.5% of Steam players, rare since it rules out the default vehicles many players race with. Custom vehicles here means cars pulled from your own garage rather than whatever the job hands you by default, so a win only counts when you show up in something you own and likely modified at Los Santos Customs. This pushes toward races that allow personal vehicles specifically, since not every Race job permits them. A well modified car from your own collection also tends to perform better than a generic job vehicle, which makes the wins easier to rack up once the right Race settings are found.
