El Rubio, real name Juan Strickler, is a ruthless drug lord who owns the private island of Cayo Perico. He has turned the island into a heavily fortified compound where he keeps his wealth, his product and information he would rather nobody found. You never negotiate with El Rubio. He is the target of the Cayo Perico Heist from the start, set up by Miguel Madrazo, who wants files that damage his own family recovered from the compound. Getting onto and off the island means dealing with El Rubio's private security, guard dogs and surveillance rather than the man himself, since he stays mostly out of reach during the job. His combination of money, paranoia and cruelty is what makes Cayo Perico worth robbing and dangerous to attempt.
