Wei Cheng is the powerful head of a Chinese triad organization looking to muscle in on Trevor's drug and gun business. He does not make idle threats, and he backs up his demands by sending men after the crew. As the story moves into its later chapters, Wei Cheng's organization becomes one of the more serious threats the crew has to deal with, escalating from a business rivalry into open conflict. He operates with the calm confidence of someone who has dealt with bigger problems than Trevor before, which makes him a genuine danger rather than just another rival dealer. His conflict with Trevor's operation feeds into the story's climactic confrontation. Wei Cheng's presence raises the stakes around Trevor's business dealings considerably, showing that Sandy Shores has bigger players than Trevor likes to admit.
