Pavel is a former Soviet navy sailor who captains the Kosatka, the submarine you use as a base for the Cayo Perico Heist. Cheerful and endlessly loyal, he calls you 'Captain' in almost every line of dialogue. He handles reconnaissance runs, manages equipment upgrades for the sub and keeps you updated on El Rubio's island while you plan the job. Pavel treats the whole operation with a mix of professionalism and genuine warmth that makes him one of the more likeable support characters in GTA Online, playing the loyal second in command rather than a rival for control of the heist. He is voiced by Brandon Beilis. Between setups, Pavel's chatter aboard the Kosatka adds most of the personality to what would otherwise be a fairly quiet submarine base.
