Vincent Effenburger used to run security at the Diamond Casino before becoming an LSPD officer. That career change puts him in an unusual partnership with the player, working together to take down a cartel using a factory in Paleto Bay as cover. The arrangement is awkward on purpose. Vincent is a cop, you are not exactly on the right side of the law yourself, and the two of you cooperate anyway because the cartel is a bigger problem than your history. He provides intel, backup and access that a civilian could not get, which is central to how the Cluckin' Bell Farm Raid content plays out. His shift from casino security to law enforcement gives him a different perspective on crime than most GTA Online contacts, and it shapes how his missions are written.
