Steve Haines is a corrupt, glory-seeking FIB agent who blackmails the crew into carrying out illegal black-ops jobs. He wants the results for himself, using every operation to boost his own career and his profile on television. Haines treats Michael and Trevor as expendable tools rather than people he has any obligation to protect, and he shows no remorse about how much danger he puts them in as long as the results make him look good to his superiors. He talks like a company man who genuinely believes his own excuses. His demands escalate through the story, using the leverage the FIB holds over Michael to keep pulling the crew into worse jobs. He is voiced by Robert Bogue, and he stands as one of the story's clearest examples of institutional power used purely for personal gain.
Introduced in 'By the Book'; drives the FIB mission strand.
