Snowmen are a seasonal collectible in GTA Online, with 25 known locations spread across Los Santos and Blaine County taken from the game files. They only appear on the map during the winter event, so the hunt is only possible for part of the year. Each snowman sits out in the open, usually near a snow covered spot in Blaine County or in a place decorated for the season, so once the event begins the locations are easy to spot on a drive through. There is no timer on any individual pickup, only the wider event window, so you can spread the hunt across several sessions instead of rushing it in one sitting. Since this set only becomes available for a limited stretch each year, it rewards players who check in during the winter event rather than waiting until it is close to ending. There is no cash payout tied to it, so it is a completion focused hunt rather than a money making one.
