Max Health and Armor is a Player cheat that fully restores your character's health and armor in one go. It is a fast way to patch up mid-fight, without hunting for a health pickup or body armor on the ground. This is strictly a Story Mode cheat, GTA Online has no cheat system at all. Achievements, trophies and gold medals are all blocked from that point on, until you reload a save that has not used a cheat. The game will not save the effect itself. It only tops up what you already have, so it will not push your armor past the normal maximum. The phone number is built around the word TURTLE, likely a nod to how tough a fully healed and armored character becomes for a while.
On any platform, open the in-game cell phone, bring up the dial pad and call 1-999-887-853. On PC you can also press the tilde key and type the cheat's console name.
Xbox: press B, LB, Y, RT, A, X, B, RIGHT, X, LB, LB, LB during gameplay.
PlayStation: press CIRCLE, L1, TRIANGLE, R2, X, SQUARE, CIRCLE, RIGHT, SQUARE, L1, L1, L1 during gameplay.
Cheats work in story mode only and disable achievements and trophies for the session. Save before using one - some effects cannot be turned off without reloading.
