The Federal Investigation Bureau, or FIB, is the game's parody of the FBI and a driving force in the main story. Corrupt agents Steve Haines and Dave Norton coerce Michael and the crew into carrying out operations against the rival IAA. The FIB's internal power struggles and dirty dealings anchor much of the plot's federal intrigue.
