The IAA, short for International Affairs Agency, is GTA 5's parody of the CIA, operating under federal jurisdiction with reach around Los Santos. It exists mainly as the bitter bureaucratic rival of the FIB rather than as a gang or crew with its own turf. You run into the IAA mainly through the FIB's story missions, where its agents, including Andreas Sanchez, become targets as the FIB tries to undermine its funding and influence. The two federal agencies spend more energy fighting each other than either spends on the criminals actually causing trouble. Its story role is background pressure on the FIB rather than a faction with its own missions built around it. Treat it as part of the game's satire of federal bureaucracy, sitting one level removed from the street-level crime you deal with directly.
Encountered as targets in FIB-driven story missions, including the bureau raid.
