The Los Santos County Sheriff's Department is the law enforcement agency covering Blaine County and the other unincorporated areas outside the city. It plays the same role in the countryside that the LSPD plays in Los Santos itself. You deal with them whenever you commit crimes or raise a wanted level out in Blaine County, from the desert around Sandy Shores to the small towns Trevor calls home. Their patrol cars and response patterns are built around rural roads and open country rather than dense city blocks. There is no single named commander behind the department, since it functions as an institutional presence rather than a faction with a story arc. Expect them to define the police response for most of Trevor's side of the map.
