NOOSE, the National Office of Security Enforcement, is the militarized tactical agency that deploys nationwide once a wanted level escalates past what ordinary police can handle. It is not a criminal faction but the game's SWAT-level response to serious threats. You meet NOOSE in both Story Mode and GTA Online whenever your wanted level climbs high enough, bringing armored units and specialized tactics that standard LSPD or LSSD officers cannot match. Their appearance is usually the signal that a chase is about to get much harder. There is no real story role beyond that escalation, since NOOSE exists to represent the top end of the wanted system rather than a narrative faction. Expect heavier armor and more aggressive tactics than any other law enforcement group in the game.
