The National Office of Security Enforcement, or NOOSE, is the militarized tactical and counter-terrorism arm that deploys at high wanted levels. Their heavily armored SWAT teams and specialized units arrive when standard police cannot contain a threat. NOOSE represents the escalation point of the game's law-enforcement response.
