The Grenade Launcher is a heavy weapon in GTA 5 and GTA Online, sold at Ammu-Nation for $32,400. Its datamined figures are 0 damage, a fire rate of about 49 rounds per minute, a range figure of 150 and a 10 round clip, ten times the capacity of the Compact Grenade Launcher. Both launchers share the same 0 damage, since the round does its work through the blast on impact, and the same 49 rounds per minute fire rate, so the real difference is how many shots you get before reloading. Ten rounds means you can clear several waves of NPCs or damage several vehicles before ducking away, where the compact version forces a reload after every single shot. It is the better choice for a longer, sustained fight. There is no Mk II version. Its bigger frame and bigger clip make it the more practical pick over the Compact Grenade Launcher whenever concealment does not matter.
Buy it from any Ammu-Nation for $32,400 once you reach rank *Action/Reaction (TLAD).
