Méndez is a Vice City Police Department officer who Rockstar has shown twice in official footage, first in the second GTA 6 trailer and again in the longer Extended Look. Both appearances put him on the job rather than off duty. In the Extended Look he takes part in a drug deal raid that involves Jason, Lucia and Raymond, and the footage plays him as blunt and heavy-handed rather than easygoing. Jason and Lucia react as if Méndez already knows who they are, choosing to stay hidden instead of risking being seen by him. What that history between them means, and whether it points to a past run-in or something else, has not been spelled out. His larger part in the story beyond that raid is still unknown.
