Story so far

Phil is a character Rockstar placed inside an in-universe Ammu-Nation advert shown during the second GTA 6 trailer, playing the part of a gun store pitchman rather than a figure met in the open world. That advert is the only place he has turned up so far.

Long-time players will recognize the name from Phil Cassidy, a one-armed gun dealer from the 3D Universe era of the series, and this version plays like a knowing update of that character rather than a straight copy. He is younger here and has both arms, a clear break from the original.

Rockstar has not confirmed how directly the two Phils are connected within the story, whether this is meant as the same man years apart or simply a nod for longtime fans. Nothing about a full role for him beyond that one advert has been shown.
