Raymond is the second name Rockstar has tied to the San4San gang's drug operation in GTA 6, working alongside an associate named Ernesto. Between the two of them, Raymond is pointed to as the one running an actual drug house. That puts him a step closer to street level than a manufacturing role alone would suggest, since running the house likely means dealing with buyers and supply directly rather than staying behind the scenes. The partnership with Ernesto suggests the two split responsibilities within the same operation. Rockstar has not connected Raymond directly to Jason, Lucia or the wider plot in what has been confirmed so far, so his significance beyond this gang tie is still unknown. How the drug house factors into any mission has not been revealed.
