Both rifles were built around controlled, accurate fire rather than pure volume, a design philosophy that favors placing shots over spraying them. Rockstar has confirmed the Service Carbine for GTA 6 through official material, so its presence in the game is settled even if little else about it is. Its accuracy, damage, range and unlock conditions in-game are all unconfirmed. Whether it handles anything like the real M16 family is not something Rockstar has addressed.
Expect this at a gun store in the Ammu-Nation mold, likely after some progress, or in a mission loadout. Rockstar has not confirmed how GTA 6 gun shops work, so the buy method remains the best current guess.
