Unarmed is not a weapon at all, just the bare-fisted option every playable character has without picking up a single item. Throwing a punch or a kick costs nothing and needs no ammunition, gear or upkeep of any kind. Every GTA game has offered some version of hand-to-hand combat as the true baseline option, useful for bar fights, muggings or simply when a bigger weapon is not worth drawing. Rockstar has confirmed it for GTA 6 through official material, though that much was never really in doubt. How unarmed combat feels or performs compared to past games, including any moves or combos, has not been shown. Nothing about it should be predicted ahead of release.
There is nothing to get here since fists are the default state with no weapon drawn. You will always have this option available from the start of GTA 6.
