Epsilon tracts are ten lost pages of the Epsilon Program's teachings in Story Mode, spread from the top of Mount Chiliad down to the ocean floor. Marnie asks Michael to track them down during the Epsilon strand, and finding all ten completes it with the reward known as Kifflom. The spread of locations, from a mountain summit to the sea bed, means the hunt mixes climbing, driving and diving rather than sticking to one style of traversal, and a couple of the tracts sit in spots you would only find by deliberately searching rather than passing through on other business. Since Michael is the one asked to recover them, the tracts are tied specifically to his story thread within the Epsilon cult questline. Because the request comes during the Epsilon strand, playing through Michael's cult missions first gives useful context for why he is out looking for scattered pages in the first place.
Progress the Epsilon Program strand as Michael until Marnie asks for the tracts. Each page glows and hums softly when you are near it.
Recovering all ten moves the strand toward its finale and the Kifflom! achievement.
