Vice Beach Police Department is a separate city force confirmed through official GTA 6 material, distinct from the department serving Vice City next door. The name points at a beach town keeping its own police, the same way Miami Beach runs a department entirely separate from Miami's. Miami Beach is its own incorporated city rather than a neighborhood of Miami, which is exactly why it needs its own police force instead of sharing one. Vice Beach looks to be set up the same way inside Leonida, sitting next to Vice City without falling under that city's department.
