Waning Sands is a confirmed Leonard County location. Leonard County itself is Rockstar's stand-in for Broward County, and this specific spot is tied to two real places at once: Aventura and Pembroke Pines. Aventura sits at the northern edge of Miami-Dade against the Broward line, built up around one of the largest shopping malls in the country and a skyline of luxury high-rise condos overlooking a marina and a golf course. Pembroke Pines lies further inland in Broward County itself, a large, heavily planned suburb of subdivisions and shopping plazas rather than any single landmark, the kind of sprawl that makes up most of a county's population even when it gets none of the postcard attention. How Rockstar blends a high-rise coastal skyline with inland suburban sprawl into a single location has not been shown. What the area looks like on the ground, and what there is to do there, remains unknown.
