Letter scraps are 50 torn pieces of a confession letter hidden across Story Mode, tucked anywhere from the tops of cable cars to the bottom of swimming pools. Together the pieces name the person who murdered the actress Leonora Johnson, and finding all 50 completes the reward known as A Mystery, Solved. The range of hiding spots is wider than almost any other collectible set, since some scraps sit high up on moving cable cars while others rest underwater in pools, which means the hunt mixes climbing, swimming and careful searching rather than one single method. Reading the pieces in order slowly builds the story of Leonora Johnson's murder, which gives this set a narrative payoff beyond the usual completion credit. Because the mystery only makes sense once enough scraps are collected, it rewards players who stick with the whole set rather than picking up a few and stopping partway through.
The scraps are collectable from the start of the story with any character. Each one is a small floating page with a soft glow, so listen for the paper rustle when you are close.
Complete the letter and Franklin unlocks a confrontation with the killer. Finishing it earns the A Mystery, Solved achievement.
